400 and especially 800 start to act like light waves.
anything in the direct way blocks the signal.
when the tv signals went to digital i needed two antennas connected together to see one particular channel.
if a car or truck came down the road i got nothing, it is called the cliff effect, it just drops off.
i did not need a doorbell if someone stopped by.
so i would say big machinery in the way or steel reinforced cement plopped around would reflect radio waves.
that is above ground. also any new buildings around and in between you and NYC ?
the other thing is to get an outside antenna as was mentioned.
oh and the way i connected the antennas together was with a tv splitter in reverse.
and tv antennas work for scanners, the tv bands are just outside scanner ones.
another thing is to try a mobile antenna inside.
if it works fine, if not use it on the car.
