Read Read Read the directions.... and then read them again. Don;t be afraid to push buttons as you read along. Just try things, your not going to break it or screw it up. I,like many started scanning close to 20 years ago, and am still learning daily. There were many manuals i have read and re-read over agian to understand programming. Also ask lots! of questions on various groups/boards etc. Most are very helpful...

"I've got the control channels programmed in perfectly. 851.8125 is in Bank 0 Chanel 04. I've got it on Motorola Mode. The second bar says pri att DLY LO-/"

Looks like you have the channel Locked Out. Unlock it and aee what happens.
Same results as before.

Thanks to a PM from KC9GLG requesting a .p97 file, I saw the checkbox "ON" next to the ID list was not checked. Now I can recieve the trunked chanels while scanning via the SCAN button. However, when I tune directly to the chanel I get the same garbage. I see how to put a talk group ID on hold (stay on that chanel) but I don't know if it's possible to directly tune to that specific ID at will. Is it?

GLG is right! Anything on that line that is all uppercase means it is activated! So the "LO" needs to show "lo". You might want to play with the DLY in 'off' and 'on' status and see if it will follow the traffic you are listening to better too. Just a thought on that one!

That garbage you are hearing is the computer on the control channel! You will have to be in SCAN to hear anything. Say you entered all the King County Sheriff talkgroups and you hear something on one of them you want to listen to exclusively. While they are talking, press and hold the Trunk button until you see "ID Hold"! Then you will only follow transmissions on that talkgroup and no others. When you are done listening to them, then push Scan and you will be back listening to all again.... until the next time you hear something you want to listen to exclusively!

Alright; I wasn't sure if I could "dial in" to a particular talkgroup and wait for them to talk. Thanks!
