San Jose CHP Ruby PL change

It appears that the San Jose CHP Ruby channel PL tone has changed, as it is no longer 131.8Hz.

Can someone please see what the new PL tone is now, and update the database.

Sound like the new Ruby base PL is 103.5. The mobile PL has probably also changed, but haven't been able to verify it.

I've submitted an update for the new base PL.

The mobile PL is still 131.8Hz, just the base PL changed.
