I would like Dispatch to be unencrypted too. But, I heard an officer run a guys name on the main dispatch because there was no time to switch to an "Inquiry" channel. That is all the justification they need to have dispatch encrypted. Plus, having to re-program thousands of subscriber radios to make this happen. Won't happen!

But that goes back to officer/dispatcher training, which is an issue.
When you are dealing with PII, leaving it up to the end user to encrypt or not encrypt isn't a security procedure that would stand up in court. This is the reason why some agencies have chosen to go 100% full time encryption. It takes the guess work out and reduces the chance of someone screwing it up.
The FBI, who has been encrypted for years, still has issues with clear/encrypt even when on high stakes events. FBI folks get good training, but even THEY have trouble with that little toggle switch, let alone changing channels.

Encrypt everything, and file a FOIA if you really must know....

Strap the encryption to the channel. Problem solved..
