I uploaded that list to my scanner. I set avoids to everything but the state police channels and I am still getting the same message. I also looked at your lists compared to mine and could not find where I did not have any of the sites. When I programmed the channels originally, I copied them over from the AWIN group from the data base. I just made a favorites list just for the state police. My end goal was to be able to tune in and listen to just the state police if I wanted to or just the game and fish commission, etc.

Without Sites, and their associated frequencies, all the programming in the world, using only Departments (and the talkgroups contained in each Department), you will still get "Nothing to Scan", and no transmissions heard.

I used the sites listed for your county, as well as the adjacent counties. I also included the talkgroups listed for each county (which is it's Department). Those may not be in everyday use, but are available for use if needed to coordinate response to an incident, needing assistance from the adjacent counties, or the state police and other state agencies.
For your county, Union, there are a couple of talkgroups available on AWIN:

However, it appears that most of the activity, for both the county as well as your city, El Dorado, is handled using their DMR channels:

If you wanted to hear them, you would need the DMR Upgrade (if you do not already have it set up).
With the sites in your area programmed, you likely would only be able to monitor the State Police troop that covers your area, which according to the
map, looks to be Troop F. If a unit from Troop G gets far enough east in their assigned area, some of their radio traffic might pop-up on one of the sites in your county & it's neighbors. You would not hear activity on any of the other Troops unless a unit from their area has come down to your area, and their radio affiliated with one of the sites within range for you.
