Trust me...I'm telling you. Building a simulcast system with existing frequencies to cover a larger geographical area than the original frequencies were originally designed for will not meet muster with frequency coordination. UHF frequencies just tunnel right down the Connecticut River valley down the center of the state and will create a very bad situation. You can do it, but if you are using higher profile sites , you can be guaranteed those sites will require very low ERP...low power with very low gain antennas. Which will not provide expected coverage. Low profile sites would need to be added...which negates money savings.The technology exists to make just about anything work. The political will (and egos) does not.
