That should be easy to avoid releasing, a user list of who is issued what hardware say in the format: Name, ID#, radio ID/Serial, etc. could be construed as PII, or employee information, confidential information, etc. I would be surprised if that is released under a FOIA request.

Not exactly... it's pretty routine to request an employee name/salary/benefits/etc list from the town. They can't refuse to provide a list of employee names to you.

The denial reason is pretty interesting though - I wonder if rephrasing it as simply "a list of users who have been assigned a radio" would get a better response. Surely they have to know who has radios...
