When I have the SR30C plugged in to the usb on the pc it says charging.
With the scanner on its scanning frequencies i put in manually.

OK so try this:

1) Disconnect the USB cable from your PC
2) Open Device Manager and expand the "Ports (COM and LPT) item
3) Write down all the devices shown
4) Plug the USB cable into the PC
5) Turn on your scanner
6) Plug USB cable into scanner
7) Go back and look at device manager again

If you don't see a new device, the first thing I would try is another USB cable.

No new device shows up.
I was wondering if the charging cable is different than the programming cable.

It came with two USB cables? Have you tried both? If not, do you have another cable that is mini-USB on one end and regular USB on the other?

Only one cable. I bought it used. The other cables from other things are too big.
I looked on ebay for a programing cable for SR30C and it showed the one i have. A Programming/charging cable
It keeps saying theres no com port.

Com port will only show in the device manager with the device plugged in...
Soon as you unplug it it's gone...
Does it show a com port in the device manager when you have the SR30C plugged in?

To me with all this back-forth problems if I were you, I would just program it by hand looking over the videos in my message #20 . It would have been done a couple days ago, my 2 cents,
Other thing is it could be a bad cable as well.

It "could be" a problem with unsigned drivers being blocked? Ive used this technique before, no issues and currently am.

Also windows 7, you can just upgrade to windows 10 for free, 'possibly' it might fix the issue but either way at least you can be up to date on security, etc. bonus is you dont need an antivirus in 10 since it comes with defender.
Ive upgraded a few pc's to 10, no issues, again its free,

Randy I just tried my BCD996XT and com port does show in the Mgr. Soon as I unplug the usb it disappears.
Your right. The SR30C doesn't show in the Mgr.

Did you try the driver listed on the page that iMonitor posted?
When the SR30C is plugged in does anything show up under "Unknown Device" in the manager?

Sometimes when you plug in a USB device prior to installing the proper driver, Windows will take a best-guess approach and install a driver that it thinks is right. If it's wrong, it might be difficult to install the proper driver afterwards. Sometimes you need to dig down in the Windows Registry to dig out the wrong one, or possible user a utility like CCleaner to remove it.

The page you posted from uniden says to plug it in your usb port... If windows does not load a driver for it, then
download and install the one they provide...

They're most likely assuming he's running Windows 10. Windows 7 never handled that very well.

Make sure the USB cable and the USB socket on the scanner is not damaged and is being inserted properly.

Also what anti-virus / firewall software are you using?
