Guess they covered Dover area for the road trip unless he is stopping by there.
1/5172 NOTAM Details (faa.gov)

1425 Getting signal on 243.000 fairly strong.Does Mil stilll use a emergency beacon on that freq?
United Airlines 662 says getting a ELT as well on 121.500 but nothing heard here on 121.500.

Far as I understand yes....

On the United flight - since they are at altitude - they will hear an ELT at a fairly good distance. A lot of them are hard landing by GA aircraft that set them off. You can also do a ELT test but only per the following

ELT Testing

Test should be conducted only in the first five (5) minutes of any hour and then only for a maximum of three audio sweeps of the transmitter. A VHF receiver tuned to 121.5 MHz should be used to monitor the test.

Only time I hear them is when we have an aircraft at Cape May Airport with one transmitting. I can hear it because I am close enough to the field.

I have nearly constant interference on that frequency from local devices.
When I came home from my previous job; I would get rfi from some businesses I would go past on 243.0; assuming it was some type of alarm rfi. I was at a Wilkes-Barre Scranton air show back in the late nineties looking at a mil helo on display and some kids were inside playing around, and as I was talking to one of the crew members my scanner went off on 243.0 with the woop/woop alert really strong. I said to the crew member that I think your elt on 243.0 is going off; he checked where the kids were playing and the ht was set off by the kids. He thanked me and said he would not have found it until someone else heard it and tracked it to his helo and he probably would have gotten some smack for it.
