Might have been N8903Y ? At 1844 they were about to enter the SFRA without a discrete squawk code. He turned right away which might explain why you only heard 2 calls. I didn't hear anything on the 121.500 archives though. Are you sure it was another aircraft calling, or a ground station ?

Maybe someone needs to review the SFRA Rules.
Sounded like another aircraft to me, was strong once, and weaker and broken the second time. I am "new" to this though in this area.

BUFF callsign sounds like ILLA (EYE-LA). 11-12-13-14

Or, if you're a malt whisky fan, ISLAY in Scottish Gaelic. Make mine a Lagavulin.

Here's an edited LiveATC clip of the Montreal controller talking from the Frobay CYFB site trying to sort out the ABBOT herd and their receivers.

She later cleared ABBOT 14 to 54 40N 070 51W which is in Northern Quebec.

Unknown and unidentified military aircraft with Syracuse approach and requesting RNAV 28 approach at Syracuse. Callsign was brief but I couldn’t make it out, ended in 21. They’re coming in from the west.

Update at 1030: It’s FIST 21

List shows that it’s probably an F-18 from NAS North Island.
By using the SYR Live cam on YouTube I was able to confirm that it is a Hornet and it is taxiing to Million Air.

1040 - VTANG F-35s entering Viper (226.300 & 234.800)
1045 - NJANG F-16s trying to enter the Viper airspace, trying to coordinate with WEASEL 11 flight.
1046 - WEASEL 11 is 5 mins from RTB
