VHF had better coverage in some areas as well as other issues. But now they are going to make it simple by only needing one band setup in all radios for the TACN. Since most agencies are going to NEXT "N" series Motorola radios, they can do the codeplugs more efficiently.
There's a couple of reasons.
You have to remember, TACN didn't just flat out replace the patchwork quilt of legacy systems. It sort of supplanted it over time. (Still going, in fact). 800 is not the best choice for all terrains, and some places were not happy with the performance in testing. I suspect because you can do things in other bands with fewer towers may have also been a driver.
