To answer that query about freqs and when it all goes active: Some sites will be 800, some 700, some VHF High. Portions are already active vias TVR system, others are under construction, others still being researched/ granted etc.....
The buildout of an system takes time. You have to jump through hoops for the following FED agencies: EPA, FAA, FCC. Then you have various State level agencies to deal with. Then Contractors, and Sub-Contractors for: Site Prep, Shed Construction, Tower Construction, Electircal Power Suppliers, Installation of Antennas, Microwave Relays, Repeater Gear, Software Programming. Then you start the process of Signal Testing, Site Trunking Testing, Wide Area Trunking Testing, Range Testing, Acceptance etc.... A single site can take from 6 months to over a year to get up and online fully. An entire region at least a year. A WHOLE state can take multiple years! Thats not factoring in weather delays etc....
Pure TroopNET only sites will have ONLY 3 frequencies per repeater. They will be P25 Phase 2 in compatability mode with primarily TDMA talkgroups. The whole system will also be linked with the TVR, as well as other regional systems in planning, or soon to begin buildout.
