Also in the vicinity on the southeast corner of University Ave. and College St. is the MaRS complex.

I wonder if MaRS Centre Security is one of the unknowns. I worked in that building until last October. I didn't have a DMR capable scanner at that time.

The only frequency I see listed to them is 451.7875.. but it very well could be..

One of the biggest things anyone can do to identify potential users is to go into the facility and just look at the model of the radio on the desk or belt. I know this does not mean that the user is TRBO or what freq is in use but it does offer a good clue.
