I have been out of scanners for a long while. I am mainly into HF dxing so forgive my lack of knowledge. I am trying to program a scanner for my cousin. We live in Wayne County. I programmed using RR but I have not received any thing. I am not familiar with the systems here since I left as a probation officer. The scanner is a Whisper WS1065.

The Whistler WS1065 only handles P25 Phase 1, while the Wayne County system is a P25 Phase 2 system. Additionally, most county LE talkgroups are encrypted and can not be monitored. Look in the mode column for these descriptions...
