What state systems flip between phase I and II and how often?

The 'state systems' themselves are not 'flipping back and forth'.

While some of the statewide (or large regional systems are still classed as P25 Phase I, many of them are Phase II capable.

However, for the systems, that are Phase II capable, many of the agencies that use the system are still using P25 Phase I radios. That does not 'flip the system' to Phase I. The system is set up to allow P25 Phase 1, for older radios, as well as accept P25 Phase II. If at least one radio, affiliated with the site, is Phase I, then you'll see that TGID using that phase (a D in the mode column. That does not change the system itself, only allows a Phase I radio to be used. Eventually, as older radios are replaced, you would see the TGID now using only Phase II.

FDMA or TDMA is determined at the talkgroup level, not the system level (assuming the system and infrastructure itself is all Phase II capable). Talkgroups can either be strapped for FDMA or TDMA exclusively, or if the option is licensed the talkgroup can be DDM (Dynamic Dual Mode) which allows it to revert to FDMA if an FDMA-only subscriber affiliates, otherwise it prefers TDMA mode to maximize efficiency.

The RRDB? What exactly are you looking for? You're not going to find a specific list of every talkgroup that is DDM capable if they are. The best you can do is look at the Mode column and get a sense of the breakdown of FDMA (D) vs TDMA capable (T) talkgroups. Note that dynamic talkgroups are listed in the RRDB as mode T because that is their highest capability.
