I am hearing this morning too except I live in Waukesha Co. I am listening to it on the Delafield tower, they are talking about patches and doing radio tests. I also heard them talking about the Milwaukee site too.

8402 is possibly the WI National Guard, or WEM (Emergency Management), someone else reported that exact TG off of another site, I think it was somewhere in NW WI.
also watch for:
TG131 possible WSP TG (I heard "district 3 radio check" X2)
TG8301 possible WDOJ TG (I heard a couple of guys talking about how cool this will be when they can talk from one end of the other, how many radios were at each WEM office, the locations of some WEM offices in NE WI, and they tested encryption).
I logged them both being tested in Appleton about a month ago, I beleive it was off the Chilton site.
Do the WISCOM sites up there still have a system ID of B0C, or did they switch do B0A? The ones down here (Milwaukee area) have a system ID of B0A.

For reference the Interoperability ID Plan is a helpful document, especially now that things are coming on line.

Now that Wiscom is starting to come online, I was wondering if system users have to use radios made by E.F. Johnson, Wiscom's builder, or can they use radios made by other vendors? Also, is the Milwaukee site located at the top of the Milwaukee Secure Detention jail facility still going to be the primary site for Milwaukee or are they still planning to use the tower at the top of Sandburg Halls at UWM?
While a lot of us still think of them as District 1, 2, 3 and so on, didn't they reorganize with troop/post names a while back? E.g., DeForest, etc.

Generally any P25 standard compliant radio will work on the system. However the SSMG has issued a list of approved radios that will be allowed on the system. This list can be found on Wisconsin Interoperability Initiative:**WISCOM.

They did. There are now 5 regions, but all 7 posts still exist under those regions. Spooner was grouped with Eau Claire to form the NW Region. Similarly two posts in the southern portion of the state were also, but I don't remember which two.
However communications are the same as before, set up by district. I have also seen/heard reference to the districts rather than regions.
The only difference I have noticed is restructuring of the higher levels of command. Example: where Spooner troopers would have gotten permission for overtime from the commanding officer at the Spooner Post, this now is through the Eau Claire Post, relayed by Spooner dispatch.

Also, I just caught TG 8301 off the Milwaukee VHF site. One user was explaining some of the channels to the other and they refered to this channel as "Statewide" and "Channel 1.". He also went on to say that the first 5 channels were on their radios were on WISCOM, and beyond that they were conventional, and that channel 13 is called "Appleton/Eau Claire". Also mentioned a channel called "Milwaukee/Baraboo".

Also when the Eau Claire or Spooner posts are short staffed or are cut back on hours, they each take turns dispatching eachother's traffic. Eg: One weekend the Spooner post will be shut down and Eau Claire handles Spooner's and Eau Claire's traffic and vice versa on other weekends.
My guess is that this is WI DOJ

Sawyer County has new E.F. Johnson consoles. They are still on analog at this time. Going to WISCOM is far enough away that a date is not being given because it would not be met. I have not even heard any patching onto the system yet.
There is a noticeable difference on the paging channel with the new consoles. One complication they are running into is that the new consoles are operating with no transmit hang time on the paging channel. As a result the carrier drops between the tones being transmitted and the voice page.
It seems more and more comm centers are getting their WISCOM interfaces installed and starting to use them. I heard a state car notifying Waukesha County of an incident on STAC1 the other night. And yesterday I heard Vilas County doing testing.
There is a noticeable difference on the paging channel with the new consoles. One complication they are running into is that the new consoles are operating with no transmit hang time on the paging channel. As a result the carrier drops between the tones being transmitted and the voice page.

Word from a meeting last week was the "800 Mhz WISCOM" for the UW-Milwaukee site has shipped from the "factory" and should be installed in the next few weeks.
Details still sketchy and I have not had the opportunity to research where the frequencies are coming for this site.

Not sure about the rest of the state but i know that MNSCAN (marathon county scan) was having some problems (it was "stuck" sending what sounded like a open carrier all the time), and they took that `un offline, haven`t heard it for a while now. I also have noticed that the forest county scan one also is not active ether. Intresting. N9NRA
