A couple of questions:
1. There has to be a radio affiliated with, for instance, WSP Spooner Post for that TG to be broadcast on a tower. If a trooper isn't in an area to affiliate with a particular tower then no broadcast. Correct?
As the others mentioned there are several talkgroups that a forced out to a defined set of sites, all the way from statewide to region or areawide and down to countywide or even a subset of that. It all depends on the specified use for the talkgroup and what benefit there would be to it being active when there is not an affiliated radio on a site.
Judging from the testing and when the patches were up it would be logical the dispatch talkgroups will be forced district wide both for the benefit of other agencies wanting to scan them and also for the troopers to be able to hear dispatch when on a tactical talkgroup or local agency talkgroup.
2. Has anyone heard anything on the DNR moving? I remember hearing something about fire department issues but what about wardens, etc?
As was mentioned Wardens are using the system, both for intra-department communications and local agency communications if dispatched on WISCOM. As you can expect their talkgroups are not forced to sites and only used sporadically when needed.
Fire Control is still currently dispatched on analog although there has increasingly been more use of WISCOM for operations and even dispatching in some cases due to coverage, repeater issues, or general traffic management.
