Question for the guru(s)

I have been following this thread and now have my digital capable scanner on the way.
I have a question concerning programming the Pro-96, though.
I found the info on RR with the frequencies for the various towers in WV for the P-25 system, but there are three "groups" of frequencies and I am not sure of their significance.
The frequencies are divided into three colors (red, blue and black). I understand the red and blue are control channels, but what are the black ones? Do I need to enter the black frequencies or can I ignore them? Or are they something completely different?
I am just wondering since as I understand things, all I need to do is program in the control chanels and the 96 will "take care of the rest". Can I also enter all of the control channels throughout the state and then as I travel, have the 96 find the local stuff for me?

Berkeley County Issues

is Berkeley County unable to patch a TG to a normal MED channel, Helo 1 and 2 or to other common med freqs? there have been multiple times that they have called in AirCare or another helicopter and were not able to communicate with them. tonight, there was a wreck on I81. EMS called in for AirCare to be called. when AirCare was close, they were calling Berkeley County MED Com on Helo 1 (468.000MHz) about 2 or 3 times with no answer. I then heard Berkeley County call AirCare on 155.34MHz.

about 2 months ago, there was a large fire in Berkeley County. they called in Washington Co. MD for support. the dispatcher or someone at MED Com patched Washington Co.'s primary fire freq to a Tac TG. the patch was fine. I was actually able to hear Washington Co. dispatched for other calls on the Tac TG.

for being an Interoperability System it's not doing very well. why can't they patch WSP to a TG for accidents or other major events?

what's kinda funny is the WSP cannot communicate with the Sheriff's Dept on the new system but the dispatchers still say "any state or county unit available for...".

don't get me wrong, the new system is great. I just think they are not using it very well or to its potential. I know Loudoun County patches a TG to other systems a lot.

The black frequencies in database

I don't mean to sound impatient, but I have seen no response to my previous question about the "black" frequencies.
Can anyone shed any light on what the difference between the black frequencies and the red/blue control channel frequencies is? I am referring to the frequencies listed in the database for the WV Interoperability System.

They are voice frequencies, while some red and blue freqs - when not used as Control Channel - may also be used for voice. In Motorola systems (with newer GRE and Uniden scanners) only the red and blue are required to be programmed as the duty CC will find and match a voice channel with the keyed up talkgroup.

Anybody know what they are? I heard them briefly during evening of 10/7 but not enough traffic to determine what agency.

1189 is fire ops. not sure which company
1193 I have emergency call, which I think is a panic button on the radio. not sure which agency.

heard TG 9005 active today. 2 guys talking about lunch. heard in the background a dispatcher for a sheriff's dept but not sure what county or city it was. I have it labeled as radio techs and it's not in the database as such so it's something I heard and labeled in the past.

this was heard in Berkeley Co.
