Wyolink database updates and corrections

I don't live in Wyoming, but sometimes travel up there, so I'd like to get my radios properly set up for Wyolink. I've spent some time comparing the Wyolink FCC licenses to the database and W7LES's control channel list: http://forums.radioreference.com/wy...-forum/125295-wyolink-updates.html#post940832

I'm assuming the official Wyolink site map is a pretty accurate description of what sites are currently or soon-to-be on the air: http://wyolink.state.wy.us/pdf/WyoLinkSiteMap.pdf

I'd like to make the request that the sites in the database be given the same names that the official site map uses. I think this will greatly help people who aren't familiar with the area...

It appears there are many licenses for sites that won't be on the air anytime soon. The sites listed below are the ones that I think are on the air now.

I've listed all of the repeater outputs that I believe are licensed to each site. Obviously many sites have more frequencies licensed to them than are actually in use, so my "not in database" comments don't necessarily mean that frequency should be added. For example, 161.8500, 161.8250, and 161.8375 are licensed to a ton of sites, but surely they can't be used at all of them.

I'd appreciate it if others can provide some confirmation on what I've observed below. While many sites just have minor questions about which frequency is the primary and alternate control channel, there are several that are significantly wrong in the database. The sites that I feel need the most attention are: Beacon Hill, Snow King, Hogsback, Muddy Gap, Pine Ridge, 77 Hill, Chicken Creek, Warren Peak, and Mt. Pisgah.



Site 1-001: "Cheyenne (South)" in the database, but the official WyoLink site map and FCC license calls it "85 South".

Site 1-002: "Cheyenne City" in the database, but I think this is called "Fox Farm" on the site map and FCC license, even though the map's dot seems a little too far east. This is an 800 MHz site.

Site 1-004: Sherman Hill. FCC license calls it "Beacon Hill", but the official WyoLink site map calls it "Sherman Hill". There is a "Sherman Hill" about 8 miles north of the Beacon Hill's FCC coordinates, but there doesn't appear to be a comm site at that location on Google Earth. It also appears that the site map's "Sherman Hill" dot is at this northern "Sherman Hill" location. So, I'm guessing the site map is wrong in this case... Finally, W7LES lists 155.070 as the primary CC and 155.190 as the alternate, while the database lists the reverse. Can anyone confirm?

Site 1-005: Snow King Mtn. W7LES lists 155.535 as the primary CC on 12/04/2008, but the database lists 154.43 as the primary and 155.550 as the alternate. The FCC license shows frequencies 150.8825, 151.0025, 151.2275, 154.430, and 155.550 are used at the at the county courthouse right in Jackson--not on Snow King. The license for WQJA303 only shows 150.89, 150.95, 151.0625, 151.280, 153.4025, 153.4175, and 155.535 as being used on Snow King Mtn. The WyoLink site map doesn't show any site right in Jackson. Anyone know what the deal is? Is anyone really hearing activity on 150.8825, 151.0025, 151.2275, 154.430, and 155.550 around Jackson?

Site 1-014: Salt Pass. The site map shows this site as 2010/2011 completion, but the database shows frequencies for it. I don't see any comm site on Google Earth near the FCC license coordinates (not sure how old that image is). Is this site really on the air now?

Site 1-015: First Divide. The FCC license coordinates don't really put this site on a hilltop, so I suspect they're somewhat inaccurate. Google Earth shows there are some comm sites on a nearby hilltop at 41-16-58N, 110-46-54W. There doesn't seem to be anyone licensed on 152.7500 in Uinta County, which the database shows as the primary CC. The database also shows 152.0900 and 152.6600, which don't seem to have licenses for this site.

Site 1-027: Narrow Hill. The FCC license coordinates don't put the site very close to the top of the hill, and the Google Earth image doesn't show any comm site or even an access road up there. I don't see any comm sites on any adjacent hilltops, either. The database lists the primary CC as 156.0675 and the alternate as 155.5575, while W7LES lists the primary as 151.0700 and alternate as 155.5575.

Site 1-028: Hell Hole a.k.a. Geneva Summit. The FCC license calls this site Geneva Summit, but the site map calls it Hell Hole. The coordinates don't really put it on a hilltop, so it's unclear where it really is. Site 2-003: 77 Hill. It looks like the database shows both the "77 Hill" and "Manville" sites under this site number. The frequencies and location listed under the "Manville" site should really be the "77 Hill" ones. The official site map doesn't mention "Manville" (called "Lusk LL" and located at a WYDOT office on the FCC license) at all, so I'm guessing it's a future site. Is the "Lusk LL" site really on the air on 150.875, 151.100, 154.4225, 155.22, and 155.31?

Site 2-017: Pumpkin Buttes. The FCC license coordinates don't put this site on top of the hill. Google Earth shows several comm sites on top of the buttes, so I'm guessing the site is up there (about 3000 feet south of the license coordinates). The database lists the primary CC as 151.0175 and the alternate as 154.1975. W7LES lists the primary CC as 154.0175 and alternates as 155.4975 and 151.0175.

Site 2-020: Chicken Creek. I think the database may show the wrong frequencies for this one. The site license should be WQJA302. The database lists the site with this number as "Northwest Campbell", and while a site with that name does have 4 channels licensed to it, the official site map doesn't show it, so I'm guessing it isn't close to being on the air yet. Site 2-021: Warren Peak. The FCC license coordinates don't seem quite right for this one. Google Earth shows there's two or three comm sites about a mile southeast of the license coordinates. The database lists the Chicken Creek frequencies of 154.2425, 154.3775, 154.4225, 154.755, and 155.1975 as being at the site, but I don't see a license for them at Warren Peak.

Site 2-022: Mt. Pisgah. I think the actual site is about 1000 feet east of the FCC license coordinates. It looks like the database lists the "Newcastle LL" site frequencies for Mt. Pisgah, which isn't correct. The official site map doesn't list the "Newcastle LL" site at all, so I'm guessing it won't be on the air anytime soon. W7LES lists the primary CC as 156.150.

Howdy:

Nice posting, you've done a ton of work on this. Sorry to say that some - not all - may have been wasted. In an earlier post, I mentioned that it is not possible to look at the FCC database and discern what channels are in use where. Simple reason, really ... what you are seeing in the FCC database is in essence a "double-licensing" of about half of the sites in the entire WyoLink system. The licensing was done in 2 separate stages by 2 separate entities. The first effort from Spring 2004 to Fall 2005 did about 1/2 of the state. The second effort, started in Fall 2005, discarded almost all of the work done in the first effort, but left all of the first effort licenses in place.

Take for example the Casper Mountain site. If you are familiar with the geography of the area, you know that Casper Mountain is a tremendous radio site for the central part of the state. When WyoLink got going and the decision was made to build it on VHF, there was no end of nay-sayers asserting that there would never be enough channels for the system to work, given the 90+% of the public-safety activity in the state on VHF. Now consider that the Casper Mountain site presently has some 17 VHF pairs licensed for the WyoLink site, of which only 5 are in service. Shortage of channels, indeed.

Consider another example: Laramie Peak, even a better radio site than Casper Mountain. Problem is, no AC power up there any more. So, we'll do a solar & battery low-power VHF repeater up there, linked to a WyoLink talkgroup. Interestingly enough, a clear, high-power VHF repeater pair was able to be licensed for the top of Laramie Peak. It would only take about 3 stragetically placed Laramie Peaks - if we had 'em - to cover the whole 97,000 square miles of the state of Wyoming.

Obviously, with half of the system "double licensed", there's a ton of frequencies licensed to WyoLink that are not now, and never will be, used on the system. FCC licenses have a condition called BuildOut Notification that require the system operator to affirm the channels in operation at each of the site locations. The normal requirement is to file BuildOut - confirmation of construction completion and system on the air - within 12 months of license grant. The Slow Growth license provisions for extensive systems like WyoLink allow 60 months for BuildOut.

What you would therefore expect to see, 60 months after the initial Slow Growth license grants, is either a BuildOut Notification filing with the FCC affirming construction, or a cancellation of unused licenses & frequencies. In fact, the "scrub" of WyoLink licenses - checking actual site frequencies against licenses coming up on Slow Growth deadline - recently got underway and will be going on for some time. I would guesstimate that sometime around mid-2011 the process will have progressed far enough to be able to reasonably infer from FCC licenses what channels are in use where.

Even then, you want to keep in mind that an APCO P25 digital trunked system can remotely command a trunking site to switch to and use any of the first 4 site channels as the site control channel. Normally, a site has a primary and a secondary control channel - usually channels 1 & 2 - and may or may not alternate between the two on a fixed schedule.

Any chance you might be able to confirm my suspicions that the RR database is significantly messed up with the following sites: Beacon/Sherman Hill, Snow King, Hogsback, Muddy Gap, Pine Ridge, 77 Hill, Chicken Creek, Warren Peak, and Mt. Pisgah. In many cases, it's not just the frequencies, but the actual location of the site that's in question. My notes in my posts above give a brief summary of what I think is wrong. Any comments you could provide on these sites would really be useful.

I would have submitted these changes myself, but since I don't live in Wyoming and can't hear any of these sites to verify, I'd hate to mess something up that might be right...
