One of the problems with the FCC database is that it only goes back so far on expired licenses.

As an example, if a base and mobile system was licensed in 1970 under call sign KBA-200, that license would expire in 1975. If the KBA-200 license was continually renewed until 2015, it would show as an expired license in the FCC online database. 2015 is within the "capture period" for expired licensees. If the license was allowed to elapse in 1985, there would be no record of a license ever existing -- at least online. The company could still be using the radio equipment and not know (or care) that the license had expired.

I licensed a couple of radio systems in the late 1970s and early 1980s. All have expired (early 1990s) and the equipment is long gone. The FCC has no online record that any of those stations existed.

FCC records show most low band channels having very few licensees. I'm certain there are more than a handful of businesses and government entities still operating on expired licenses. Tracking those users down can be difficult but its part of the low band DX fun!

Re 39.900 210.7 - sounds like a bus service, maybe school buses - southern accents and I've heard them giving time checks that are six hours behind me. So, central time zone. Have never got enough local references to nail it.

First time I've ever heard Orange Co, CA FSP North. It's also amazing how much louder Craig Co, VA is compared to Orange Co, CA on 39.520. Orange Co is much closer, but Craig Co has the capture today by far.

Best part of all of this is listening through all the FSP traffic from start to end (usually about 10 minutes of it per day) to see if there is anything else in there (like Craig Co, VA). Thing only shows the last PL received which is almost always FSP. Ah well.

Doesn't appear as though they were ever licensed. There is ONE return in Wisconsin (it is expired), current or expired, on that frequency, and it's not them. How sure are we of this?

Good one - I'm learning as we go. It would appear that the FCC DB doesn't search by control point or contact information, but rather by actual transmitter location when performing a "by frequency" query with a geosearch. Since they are itinerant, it wouldn't appear in the FCC DB the way I searched. Should've searched by name. Thanks Marvin!

Note 1: If she indeed said "PennDOT" (which is a thing), the active licenses in PA on this frequency are Auburn Twp and Pine Twp. Any help/clarification appreciated.

Note 2: Mention of wells called "George Durbin" and "Lydia Weber 5". Any ideas? "Lydia Weber 1" is in Oklahoma. Best I can figure this is Natural Gas Pipeline Company of America (Kinder Morgan). They have a nationwide license on 33.300 for mobiles under KA6866. All of their licenses in Oklahoma are expired, but they are there.

Note 3: I think this might be Deuel County, SD Public Schools. I heard a female voice say "And I pulled it in and out of gear and it's slippin', OK?". Fairly certain I heard children in the background. Anyone have any ideas on this?

Note 4: Unquestionably school bus traffic, and Montauk Bus is the only licensed bus service on this frequency. They had a previously expired license and this license is new. There is another note in the forums also stating this freq/tone is Montauk. The RRDB confirms them using this frequency, but it still lists the old callsign and no PL. I submitted an update.
