One of the problems with the FCC database is that it only goes back so far on expired licenses.

As an example, if a base and mobile system was licensed in 1970 under call sign KBA-200, that license would expire in 1975. If the KBA-200 license was continually renewed until 2015, it would show as an expired license in the FCC online database. 2015 is within the "capture period" for expired licensees. If the license was allowed to elapse in 1985, there would be no record of a license ever existing -- at least online. The company could still be using the radio equipment and not know (or care) that the license had expired.

I licensed a couple of radio systems in the late 1970s and early 1980s. All have expired (early 1990s) and the equipment is long gone. The FCC has no online record that any of those stations existed.

FCC records show most low band channels having very few licensees. I'm certain there are more than a handful of businesses and government entities still operating on expired licenses. Tracking those users down can be difficult but its part of the low band DX fun!
