As Marvin had logged/noted, it should be City & County on San Francisco Water Dept --
Belmont is a city in San Mateo County, about 20 miles S of San Francisco.
Who uses 33.92 CSQ in Pennsylvania? I'm hearing EMS dispatches for Salisbury Township, Mountville, Hershey Mill, 3920 Columbia Rd, 567 Springville Rd. Any help is greatly appreciated.

Patch & Channels Clear...
It's licensed to E. Lampeter, but I'm 99% certain the dispatch you hear is Lancaster County. There's a lot of this stuff out there where the frequency is licensed to a particular city, but plugged into a regional/county dispatch center. Lancaster has a LOT of traffic on various 33MHz frequencies.
So yeah, you're going to hear all kinds of cities and townships on that frequency. Best way to confirm it's Lancaster is to just Google and see which county those twp/cities are in, and you'll find out if its Lancaster real quick.
I think there's also some cross-connect between counties in that area, though I could be (and probably am) wrong. I'm almost certain I've heard Lancaster come up on Chester County's frequency. Wouldn't surprise me.
On 33.980, Warren County FD is constantly dispatching for manpower coverage here and there from the VFDs any time there's a major incident. That's a fun frequency to listen to, they use a combination of QC-II, QC-I and five-tone paging, and switch towers a lot, so you hear the call several times if you're able to copy all the tower locations.
