Some one talking to much noise on the frequency to tell if it's a Ham operator or if it's a fisherman or what, can any one pick this up ??

I hear it, both sides of the conversation. Some foreign language, maybe Spanish-like.
Thanks for checking it out I could not understand the language and also it was a weak signal even when I used a filter on the noise to mask it the audio had to much base in it, I used an equalizer and still no dice.

6910 to 6970 is a known pirate play-yard. I've heard them there in AM, DSB, SSB, and even slow scan TV. Some of the music programs can be interesting.

Yes I have found quite a few AM Pirate radio stations in that area, but this was not an AM Pirate Radio Station it was a person talking to another person. Something for me to keep an eye on.

Just a thought, Steve, back several years ago when there were a lot of Cuban refugees coming our way, there were a lot of mainland to mainland transmissions on the upper part or 7 MHz, and lower 8 MHz, some of which seemed like one end or the other was maritime. It was obviously human trafficking bringing people to the US. I've not heard of anything starting back up, but it does merit monitoring. At one time the Cuban government was busting operators with modified ham rigs on the island.

Thanks so much for the information, very interesting. Yes these people get around on the bands you don't know who sometimes you going to hear.

I've heard quite a few people having SSB conversations in the 68xx kHz area. Mostly in Spanish. As W8DSU points out.. They're almost certainly using the frequency illegally.

Wish I would have paid more attention in Spanish class. I'm sure that there are some "gems" in the transmissions if you knew what they were saying.

As I alluded to, several years ago, when there was several months of transmissions from Cuba, and from maritime mobile. A fellow I know who spoke Spanish said that some transmissions were coordinating trips from Cuba to the U.S. and talked with code words. And apparently the maritime transmissions were coordinating with someone on U.S. soil to meet them at some predetermined location. The transmissions from Cuba parallels reports of the military confiscating transmitters, (or destroying the station), pulling down the antennas, and arresting the operators.

What I found interesting about the whole episode was the Cuban people's steady persistence in passing traffic and coordinating where stations would be. It all had to have been coordinated well prior to the event just to make sure everyone knew what frequency to be on, and when. One transmission gave coordinates, (assuming this was where the dropoff point was), of Texas State Highway 87, about 20 miles ENE of Texas City, TX.

There are a lot of people employed in fishing fleets who talk illegally on those frequencies. I've heard people talking in Spanish, Russian, and other languages who are fishing at sea.
