How long it takes to make it through the supply chain and into dealers hands is unknown...but usually just a couple of days.

All distributors will get the product at about the same time (we'll ship to all distributors simultaneously). I have no way of knowing which dealer will be first to have inventory.

I will also add as we thought the new BCD396XT will be same price as current model.

Most dealers should be taking orders now ,well atleast this one is.

Now if we could only get Radio Shack to make the 800MHz antenna with SMA. The adapter works great, but I would like to see a direct connection.

UASD is being worked on. However, we had to use a new developer so it is going a bit slowly, but we still hope to have it ready for release when the product starts shipping. To ensure that there were a couple of choices for you to select from I provided the protocol to the major developers about 4 months ago, and know that several other programs will also be ready to run (a couple are ready now).

Earlier in this thread, I asked about being able to clone data via software (e.g. Butel); however, will we be able to clone the database/data from a 396T to a 396XT (like we are now able to clone 396T to another 396T)?

Wired clone, no. Software clone (i.e. read from one, write to the other) I would expect you to be able to with the same caveats as normal: If you are going from the XT to the T and use a feature on the XT that the T doesn't have, the incoming system might not do what you expect it to do. And, if you have programmed a system on the T and transfer it to the XT it should work...but won't take advantage of all of the XT's new features (like multisite).
