if you are looking for a cheap radio with no license fees, which supports the Motorola AES-256 (and the ARC4). there is the TYT UV-MD390 PLUS (be careful, you need the PLUS, not the normal one).
TYT MD-UV390 Plus Waterproof Dual Band DMR Digital Two Way Radio
Take your digital two way communications outdoors on two bands with the TYT MD-UV390 Plus Waterproof DMR Digital Portable Two Way Radio!www.buytwowayradios.com
it works 100% with Anytone and Motorola in ARC4 and AES-256.
I have a TYT MD-UV390 PLUS and I "unlocked" the "universal" encryption options. I have been trying to get the ARC4 to work with my Vertex Standard EVX-534 radios which are running enhanced privacy. I understand that to be ARC4 as well. I cannot get them to decrypt each other. All the TX/RX settings are good as they can hear each other but I just get a scrambled digital signal.
I even tried a simple key of "0000000000"
