If your worried about what comes across your feed then maybe the premium feature would be something to look into.

Give the guy a break. This is a legitimate question that may be needed for several reasons and the user may want to seperate this question from the near certain discussion on why a delay may be forced upon them, if that were to be the case.
He may have been asked to take the feed down or at least include a delay. When he's ready to provide the details, I'm sure he will. Adding a delay is a reasonable compromise between no feed (what a PD may want) and a someone that wants to create that stream (an official stream possibly).
This is likely the reason. I would think RR would give this option to people. Most broadcasters will do it in real time but I am sure there are requests/reasons delays need to happen.
Streaming scanners are becoming even more popular with mobile devices. I've seen two TV shows as of late making fun of the fact you can listen to scanners on a Iphone for 1.99.
It shouldn't be too hard to write a buffer into a streaming program. Audio goes into the buffer for x amount of time and then get pushed to the server.
The feeds here are presently not "live", at least no more than what we're talking about. As I sit and listen to my scanner and the same audio from RR, I hear it from my scanner anywhere from 15 seconds to 2 minutes before I hear it from RR. There is a delay in encoding, streaming, transporting and decoding.The problem is RR Live audio feeds would no longer be live. Those feeds would be a "tape delay" type feed.
A 30 minute delay would make feeds useless. I don't see how you can compare a 30 second encoding delay and a half-hour intentional delay.
I am using "extreme" values on purpose to make a point. A 30 second delay is NOT live. There are some feeds, like air traffic, where the stream should with the least amount of delay an no one (I think) is going to complain. But when it comes to a more sensitive stream, it is either don't stream at all, or incorporate a significant delay so that the stream is of no use to evaders, bad guys, etc.A 30 minute delay would make feeds useless.
