That's just it. Each system does what they want. There is no guarantee that Augusta will stay in the clear any more than a guarantee that they will encrypt. We simply don't know until it either happens or they make some sort of an announcement about what actions they will take.
My county (Spotsylvania) has Fire/Rescue in the clear, PD encrypted. Same for Stafford to our north and Fredericksburg sharing their system. Even Mary Washington University PD is locked down. King George County east of me remains unencrypted except the school busses and possibly the Court TG.
The large and active system covering Albemarle/Charlottesville remains almost entirely unencrypted. Some jurisdictions make that decision despite the larger trend toward encryption. So, ultimately we have to wait and see what they do with the SAW system when it comes on line.
