Check that it doesn't default to WFM in that frequency band. Should be FM or NFM.
It's Avera.eu that distribute and support Uniden scanners in Europe. They got spare scanners and spare motherboards and sell many of the spareparts for Uniden scanners and can then do repairs themselves and never send anything to US.
The only thing that differs between frequency bands are the bandfilters that consists of capacitors and inductors and also switching diodes. Those diodes can blow if transmitting nearby while that frequency band are selected, 25-88MHz.
In Europe we don't have those FCC regulations that a scanner must have tamper proof circuits so it cannot be modified to receive cellular frequencies, so the bandfilters shouldn't need to be covered in epoxy and could then be easily repaired, if you can handle a solder pen.
