I'm dusting off my 396xt and want to reprogram it. I have freescan but wondering if this is the best software out there or if there is something better. The price is right for this software but if there is a beeter package out there I don't mind spending a few bucks.

Everyone has different needs. I prefer ARC for the virtual control window, and excel-like features, but these may not interest you. You can download trial copies of ARC and Proscan and decide for yourself: Uniden DMA Software Support - The RadioReference Wiki

It's a lot like asking which is better: Ford, Chevrolet or Dodge.

Some folks swear by one software and others swear at it.

My primary choice is ARC XT. But the Freescan has some interesting features too.

Personally I find ARC or Proscan straight up a PITA for importing, more complex than it really should be so therefore I prefer FreeScan for this. Otherwise both ARC and Proscan are probably more useful for straight up programming.
