So......We just happen to have one of our consolettes set on 39P911 (Kalamazoo Co Sheriff Dispatch TG) today, & I have been seeing RID's come up, but I am hearing no voice. This tells me that KCSO has indeed gone "E". 
My supervisor says that our admin got an email from Kalamazoo County saying that they were going to be encrypting. And I just talked to somebody over there who confirmed that they switched 2 weeks ago.
