Bringing back the questions as to where Downey public works has gone. Its confirmed they are on the National Sciences Sierra 1 LTR repeater.

0-16-201 - Downey Public Works
0-16-202 - Downey Water Department

Also if anyone is interested, City of Santa Fe Springs is also on this system - 0-16-170 for its parking enforcement/public safety office.
