For typical county fire and law enforcement, generally no.

Those addons to open up more monitoring opportunities beyond typical public service. There are scattered PS users of DMR and a little NXDN if you scroll the databases.

If you have an interest in monitoring the Delaware River Port Authority of PA and NJ
Then you'll want the provoice.

Definitely purchase DMR! Lots and lots of DMR signals in and around the city. I'm discovering more and more previously analog non-public safety users are switching to DMR for their ops. NXDN next, though you'll mostly hear traffic on FCC Part 90.35 leased repeaters (school buses, private ambulance, airport shuttles, etc.) Baycomm/Fleetcall and Commpaths have numerous repeaters around the city carrying NEXEDGE (Kenwood) & IDAS (Icom) traffic respectively. Rail channels are still primarily analog here, though the trend elsewhere for rail seems to be moving to NXDN. As Brent mentioned, only the DRPA utilizes Provoice. Atlantic County NJ used to utilize Provoice for law enforcement, fire & EMS a number of years back but they're mostly encrypted P25 today :( No reason to purchase ProVoice if you don't intend to monitor the DRPA, it's an obsolete protocol anyway so don't expect new systems to come online
