Unfortunately, if Paypal doesn't work in your country I believe you have no way of acquiring Fast Lane. It is only available via a Paypal payment.

You could always download the free version (many years old, not nearly as many features) from DSDPlus – Digital Decoder

Use VPN either from a friend abroad or some paid service to access paypal. You only need it once so even a free trial service will do the job. Once paid lifetime option, paypal is not needed anymore.

The bottom line is money just needs to get to the author via PayPal with OP email (and name) enclosed for the files to be sent to. I would think an email to the author beforehand explaining would be a good start. So if any of those overseas people know anyone in a place that can send PayPal funds, then they just have to get their funds to that person. There is also exchange rates and I believe the first guy in Brazil would have to spend 136.00 Brazilian Real to equal 25.00 US
