Duke Energy P25 is coming alive in NC

Duke Energy has begun rolling out the new nationwide P25 Phase 2 Harris system here in NC, two sites have been found and identified in the Raleigh/Garner area, and neighbors have been listed.

This system will be a Harris P25 system with TDMA Control Channels which can not be decoded properly on scanners. We desperately need SDR DSD+ FL users in NC to help us build and identify this system in your area.

As Hurricane/Tropical Storm Idalia moves through NC it might be a good time to check out what is in your area.

Interloper here, just wanted to point out that DSD+ is not the only way to decode a P25 TDMA control channel. OP25 software is also capable, as are the various BTT hardware devices.

Thank you for adding that, I do not use either and didn't know what other software would do it.

I got sds 100 will I be able pick duke up I got it 2 .or 3 years ago

No, there are currently no scanner that will decode the TDMA Phase 2 control channels which they use. Please don't confuse TDMA voice with the TDMA Control Channel there is a difference.

So pretty much another system that can’t be monitored

It can be with SDR and DSD+ FL or OP25 software or with a BTT device.

From my home, I can monitor two sites, so far neither has shown any voice traffic.

For those helping in the search for new Duke Energy sites, I have run a report of licenses in the 850-860MHz range that are within a 75 mile radius of RDU airport, if you find a control channel it may help you identify the site. Some frequencies are used by multiple locations, but compare it to where you have heard it and it should help you ID it, especially with the other information DSD+ FL gives you. Happy hunting everyone.

Using this sheet I have filled in several blanks in the above post, perhaps you can use it to see how it works.

Calling on everyone that use a SDR and DSD+ FL, OP25 or BTT.

Duke Energy is quickly building out the system in North Carolina and a couple of us have been working hard to map it out. If you use a SDR with any of the above software you will be able to help. It won't take more than 30 minutes of your time and will be a huge help to the RR database and those of us trying to map it out.

What we are asking is that you just take a few minutes to look at the 850-870 MHz frequency range for any control channels with a WACN of 91F14, the SysId for the eastern/central NC area is both 3D4 and 397. If you find any control channels, please send a copy of the site information logged so we can see what is active.

Responses can be sent in response to this email or to the Radio Reference forum thread at this link;


The data you find for the site should include all frequencies, neighbors list, NAC, and SysID/site info, a simple copy and paste from the DSD P25 file, or logs for other software.

I know there are a number of you out there using DSD+ FL in North Carolina and we could really use the help, please take 30 minutes and take a look for what is in your area.
