Probably not, I'm not sure how to do that with DSD+
I was in the Rock Hill/Charlotte area this weekend and was able to monitor three new sites, two in NC. They are Valdese in Burke Co and Hickory in Catawba County. These have been added to the database, along with Lancaster in SC.
Most sites seem to now be broadcasting neighbor site information, which provides clues to other sites that are, or will soon be, online. Some of these might be in SC.

This is correct. I omitted some sites in that list that I really didn't have any idea of a potential location. Duke is reusing frequencies across many sites, so a given frequency pops up in multiple licenses. Being near the border of NC and SC means that I'm not always sure which state a site might be in.You should have entries for the CC freq of 3D4-36.36 and 3D4-44.44 in your P25data file. And for the sites above that don't list "neighbor of", your P25data file is going to contain at least one site (and in some cases more) that list 21.21, 26.26, 41.41, 56.56, 73.73 and 89.89 as neighbors. All very useful information.
And Im assuming all of those Site ID/CC freq combos you listed are from the 3D4 system ID (you didn't specify).

Any particular reason why you don't want to share the Duke portion of your P25data? The more people that have as much of the information as possible, the more likely the proper sites are going to be determined.

As he mentioned, we are only interested in the 91F14 portion of the P25data file from DSD+ FL to help ensure all information is entered/shared correctly. Hope people will share and continue to help us build out this system.
