Manhattan Parking Enforcement has switched to P25 using APX900 radios. Frequency unknown yet..
From what I've heard so far from various portables on the street, it still sounds analog. Likely this is move to newer portables to start replacing the VX-537's.

JUSTIFICATION:

Across the nation, law enforcement agencies have slowly begun encrypting
their radio transmissions. This move not only prevents the public from
having access to important information about police activity, but
dangerously inhibits news organizations from tracking and reporting on
police actions. The public and its media sources have a right to trans-
parency of its law enforcement agencies. Though agencies may need to at
times protect sensitive information that may be conveyed over the course
of these communications, a balance can be struck. This bill responds to
the recent uptick in police radio encryptions by requiring law enforce-
ment agencies that encrypt any part of their radio communications to
establish a policy which, aside from cases containing sensitive informa-
tion, allows instant access to members of the press and emergency
services organizations, and no more than a 10-minute lag in streaming
for the public. Similar initiatives to keep police radio transmissions
public have been proposed in California and enacted in Colorado.

The NYT has picked up the encryption topic. To bypass pop up simply

The way NYC is going these days the press might win.
The corporate attorney for ABC Network and WABC TV as well as about 20 representatives of New York City media and press were speaking in favor of real-time complete access to all NYPD dispatch channels.

The founder of the citizens app was there advocating for the same.

The New York City Media and press, will continue to fight for real time clear access to all encrypted NYPD dispatch channels.

Community groups and neighborhood watch teams and activists are advocating for clear Access to NYPD encrypted dispatch channels, with a delay if necessary.... Just like Chicago has done.

New York Congressional members, and some New York City council members are advocating for clear access to NYPD encrypted dispatch channels.

This is only the start.
