They are replacing infrastructure and subscribers, as well as deploying AES-256 encryption, which is not free and not cheap. So yes, budget is a huge factor in all of this. I'm not sure why you're chiming in with a comment that makes absolutely no sense.

Those events are part of the very reason for this happening. There was a significant amount of malicious interference and numerous violations of NY § 140.40 during those riots. Frankly, it was likely the last straw.

@RadioDitch mentioned in the other clown-show thread that there was a specific order in which the PCTs were being changed. Something strictly geographic.

They are (or at least were) planning on working North to South in each Borough.

From what I'm hearing the NYPD has come to it's senses, consistent with the press conference, and realized December is an unrealistic timeline to be finished. Apparently the attitude is now "it takes as long as it takes". Get it right, not get it quick now in effect.

Chicago PD has made their Encrypted radio channels available to the public to listen to, in the clear, with a 30 minute delay, on Broadcastify aps. NYPD was looking into a similar arrangement
