I was just going by what the city states...
City Council enacted Local Law 46 of 2021, which transferred the responsibility for issuing press credentials ("Press Cards”), from the New York City Police Department (NYPD) to the Mayor's Office of Media and Entertainment (MOME) which established the Press Credentials Office (PCO). The Press Credentials Office began accepting press credential applications on January 20, 2022.

I see a couple of constitutional issues with that (beyond just the First Amendment), but NY is not terribly concerned about such things.
The Legislature has adjourned (end of session). The above-referenced bill is now dead and will have to be reintroduced in 2025.
Is that similar to the groundhog seeing his shadow? We get 6 months free from being bombarded with one sided propaganda on a scanner forum?

I’m guessing that with the city in political turmoil, there hasn’t been much effort by City Hall or City Council to restore routine precinct radio traffic to be in the clear? What about the FDNY, how is encryption justifie?

NYPD is going ahead with their plan to encrypt all precinct communications by the year 2025. Why would they reverse their decision?
FD conventional dispatch is in the clear. Their rebroadcasts of fireground, via the NYCWIN trunking system is encrypted. The NY City council is a useless layer of government, easily distracted.
