Traveling into Manhattan soon. KSICS does not have a Riley County site, but it appears it will be covered by Wakefield, Wamego, Olsburg, & St George. Am I correct? Also, any guidance on best KHP talkgroups appreciated.

Those towers will get you good coverage in Riley County. The St. George tower has very good coverage and most of the B-KHP and C-KHP can usually be heard on that tower along with Pottawatomie, Wabaunsee, Geary and sometimes Marshall county talkgroups. Riley County has their own 800 mHz simulcast system which is mostly encrypted.

Some recent construction / design activity on KSICS:

Osage County (added 3 tower sites and dispatch center)
Kingman County (added 1 tower site)
Ellis County (added 1 tower site)
Miami County (1 new sub site)
Pottawatomie County (adding 3 new tower sites)
Haskell County (1 new tower site and dispatch center)
Sumner County (3 new tower sites to be finished in December)
Edwards County (1 new tower site)

Almost 34 million PTTs so far in 2024 and 55,000 radio IDs issued!

Thanks for the info. Are Lenexa, Overland Park, and Shawnee Fire and Ems clear? What talk groups should I look for?

As bctrainers indicated, Dispatch (Main) is talkgroup 30101 and Ops is 30102. Both of those are in the clear, and yes, you can monitor those. The fire tactical talkgroups 30104-30109 are encrypted and cannot be monitored.

Thanks very much for the info. I'll put in those talk groups. Here in Douglas Co., the law enforcement has recently encrypted as I'm sure you know, so I'm branching out trying to learn other areas.

I believe Leavenworth County Sheriff is monitorable as is Topeka PD...for now. That will likely change with time. I'm pretty sure Leavenworth City PD went encrypted a year or two ago. It never hurts to branch out. Remember that the feds are pushing for 100% encryption on all law enforcement agencies due to the amount of PII that's transmitted over the airwaves.

Thanks for that. I haven't looked for Leavenworth SO yet, I will though. I am listening to Topeka Police everyday now. That encryption standard is tough, I've been listening for over 32 years. I understand having to protect sensitive info, but I think most agencies can do more to leave at least their dispatch channel open. Just my two cents. I'm trying to settle in with mostly Fire & Medical being most of what's left eventually. This past summer, a Shawnee Co Sheriff spokesperson put out a statement saying they were still committed to being open on the radio, nice to see that, but I'm concerned how that may eventually change.

I have the Johnson Co Fire and Ems programmed now. Pretty busy channel. I have the Johnson Co Sheriff South zone in as well. What else is worth listening to in Johnson Co? I'm just down the road in Douglas Co. Anything worth listening to in KCK on MARRS?

I hear ya. The majority of police agencies in the area have laptops in their vehicles to run people's DL, license plates, and check for warrants. I think one of the concerns is that there are situations where it isn't safe or practical for an officer to run back to their patrol vehicle to run info. They could be dealing with someone who is belligerent and has the potential to become combative. It's easier for them to run everything through dispatch via portable radio until more units arrive. I see the safety aspect of them needing to keep their full attention on whoever they're dealing with. I still think there should be a balance. They could leave dispatch in the clear, and have a separate encrypted talkgroup for the PII stuff. The problem with that is a lot of dispatch centers are critically understaffed, so it doesn't make much sense for them to be bouncing back and forth between talkgroups. The same concept applies to officers and the radios they carry...they could be dealing with a situation where it doesn't make much sense for them to keep flipping back and forth between channels. I see and understand both sides of this.

The only thing worth monitoring in KCK is the Fire Dept. They're monitorable. Utilities are in the clear. Aside from that, there isn't much to listen to anymore on that side of town, unfortunately.

Thanks, I do have the KHP programmed 31501. The one I have left I haven't been able to get anything out of is Franklin Co. Law Enforcement there is encrypted, but I have Fire and EMS programmed and the site pulled in titled "Ottawa" via Sentinel. Being where I am, the data channel barely registers and my antenna is 7 feet above my roof line. Anyone monitor Franklin Co. on here? I'm curious if I put in the talk groups for Franklin Co using my Douglas Co. site, would I pick them up? I get Jefferson Co. this way due to it being on KSICS.

You put that very well. I do definitely see it both ways.

It all depends on whether or not a radio set on the Franklin Co EMS or fire are affiliated to the Douglas Co site you’re monitoring.
