A little clearer working ZID, callsign sounds like it was LEGEND 621. LiveATC AudioTried a few other frequencies but still could not understand anything but 621. Pronounced it so fast it was just garbled.

Could it be that you misheard the frequency? I think that 231.625 is a usual boom freq for the CAP1009 local WINK-62 enroute CAP on Huntress 260.900 says we are on time and A/R will be on 131.625.
