Important to remember other bases that were important. The biggest was in the Philippines, When they were insisting on a billion dollars a year in rent, then Mount Pinatubo erupted and the US decided it wasn't really that important (at the time).
The USN wanted to keep the base at Subic Bay, but the locals wanted us out. The lease was not renewed, and the base closed. My base had some of the displaced sailors join us.
USAF wanted to close Clark AFB, but the locals wouldn't allow an early termination of the lease. The base was heavily damaged by Mt. Pinatubo, then the looting of the base, which allowed the USAF to write it off, due to cost.
