I've got no idea about the whole state. I know large portions of north central NE still have 39.9 radios. Generally never used, but it's still the fire depts interop channel. They should go to vtac, but volunteers aren't always up on radios. Another reason why the state win system wont be statewide usage, except for maybe large counties, state etc. rural areas won't ever migrate. Really no need.
Nsp, around here, have no low band anymore. Actually they don't use the radio for much voice traffic, out here. It's mostly message/text.
