NJSP transmissions

I just got into scanning and have programmed all the NJSP data into my PRO-95. I have a couple of questions to all you knowlegable folks.

1) When a trooper transmits the vehicle description, number of occupants and race follow by "moving", what does it mean? Are they spotting for another trooper to make a stop?

2) How do they know who is in the vehicles, especially if it is moving and it is night time?

HHHHHHHHHHHMmmmmmmmmmmmmmmmmmmm, I would have to say the spot lights that they have mounted in the lightbar (unless it is a slick top) and the spot light on the drivers side "A" post.

They are doing the traffic stop themselves.

Moving/Non-Moving it the reason for the stop (type of violation).
For example (moving = speeding) or (non-moving = headlight out)

Thanks for the clear answer. Are there any webpages that explain what the communications mean? I have the 10 codes already.

Dispostion Codes for Road Stops:

20A-Summons, Moving Violation
20B-Summons, Non-Moving
20C-Warning-Moving
20D-Warning Non-Moving

Okay, how about when the base comes back with the requested driver information and say "zero in the box" or "4 in the box" mean? Points?

Yes, that means how many 'active' points they still have on their license. Here in Somerset County, the local's usually get told if it's 'zero through reductions'. I guess that helps the officer decide how lenient he's going to be that day...

Oh, BTW - they give out the stop-specifics to the dispatcher once they have the car actually stopped...
