I have tried several times to hear my local police and fire dept. to no avail. I am sure that they are using NXDN but all I hear is the control channel noise. Am I doing something wrong or am I wrong in assuming this scanner should pick up the frequencies?

Yes, you are wrong, it will not do NXDN. No scanner currently made does.

Your scanner will receive NXDN frequencies, but it cannot decode them into something you can make out. And as you have seen all you get is noise.
NXDN and Motortrbo are digital formats that cannot be decoded by any scanners on the current market. I'd say it's possible that scanner manufacturers could make scanners that would decode these formats, but it is a question of financial feasibility - whether such scanners are affordable to us hobbyists.
