The mystery sites are a mystery because they are largely in areas where other utilities are the provider so there would seemingly be no need for First Energy subsidiaries to have any radio coverage. That's what caught my eye anyway. Time will tell....

Base Station Identification.

I had to look it up myself..

BSI = base station identification. That's the site's callsign transmitted automatically as Morse code. ICORRS transmits them every 30 minutes, I wouldn't be surprised if PA-STARNet is defaulted to the same since they're both Motorola ASTRO 25 systems.
