I see they have licensed several new 800 frequencies, last trip they were still using the 154 frequencies

The legacy system is still live and will be for the next several months. Tower construction is complete, and all of the Harris tri-band mobiles have been installed and currently in use on the legacy system.

I realize they haven't cut over yet, but I want to get a head start on programming and monitoring for talk groups.

I finally got back around to monitoring the new system tonight using DSD+. It appears that they are currently using 852.2250 as the control channel with 4 voice channels. Has anyone else been monitoring? Any talk groups starting to be active?

From what you have seen, is this a standard p25 trunking system or a p25 x2 tdma system?

All public safety vehicles have tri-band Harris mobiles installed.

I heard talking, both live and automated on talkgroup 64055. Working on getting RFSS and site id. For you all.

Amending what I wrote above, not all licenses are listed in the RRDB. Attaching some documents detailing the current status and plans for system construction and implementation.

From documents filed with the FCC:

Construction Outline And Time Table

Powhatan will be building out a total of 7 RF sites and 1 MW site for this system. With regard to implementation, scheduling, and time tables:

Currently, Powhatan County is building Two (2) towers with new equipment buildings and generators in place for each tower. Moreover, Six (6) existing tower are being are in the process of being designed to provide desired RF coverage.

These towers will also have new equipment shelters and stand-alone generators. Specifications for radio equipment have designed by our agency, working with Altairis Consultants and pre and post engineers with our LMR vendor, L3 Harris.

It is the County’s desire and intent to fully complete the system on or before January 2024.

To that degree, the extended implementation target plan is as follows:
  • Complete the First Two (2) towers and new equipment buildings by December 2021
  • Installation of subscribers by January 2022.
  • Finalize interoperability talk options with surrounding public safety agencies, March 2022
  • Complete installation Six (6) towers with new equipment, shelters, and generators by March 2023.
  • Coverage testing August 2023
  • Final acceptance December 2023

    Towards that end, The County of Powhatan is requesting a build-out extension construction
    deadline date of January 1, 2024, which would be consistent with our other callsigns:

This schedule doesn't seem to jibe with the coverage testing mentioned in the Facebook post.

Looking at the financial reporting from the county as of 5/31/21, they have spent $6.6M so far on the radio system, with a funding balance of $4.2M remaining. There is a seperate account for the CAD system, having spent $914K, with a remaining balance of $47K. There also seems to be an orphaned account for Radio Towers, having spent only $10K, with a remaining balance of $1M.
