I suspect that the pro2096 might have drifted and is receiving off-frequency. If this Is the case, there is an internal variable resistor that would need to be adjusted.
If the scanner is not working with a known good file, there is a good chance that the internal adjustment is needed. I did some checking and found it to be VR3 for the Pro-2096. Do you agree? I programmed a Pro-96 for a firefighter and it would not receive the P25 system at all. I performed a complete alignment using professional test equipment with the same results. It wasn't until I detuned VR4 about 1 KHz that the scanner worked.

The file I sent you works fine on my 2096, so I suspect there's a problem with your radio. As suggested by others, can you hear the control channel? Do you have the most recent firmware?

1.4 and it worked before but I've never tired to pickup p25 until now

can i pickup
Indiana Project Hoosier SAFE-T
Project 25 Phase 1 with this scanner?
this scanner is saying it picks up p25.. but programed with win96 and arc96 and nothing picks up? any help please
TEST the receiver, plug in your weather freq.
Do you hear the weather service ?
Has the scanner been "Rebanded" ?

Is that the proper rebound? Or do I need the ones for Bloomington indiana?

I have a 2096 that was never rebanded, or had its firmware updated, and it has received SAFE-T just fine since ~2004ish.

VERIFY FIRMWARE :
You can verify the version of DSP firmware currently active in the PRO-96 by pressing the 3 key during the “Welcome” screen. The scanner will display firmware versions for three separate firmware elements.

1.4 is my firmware.... it's been rebound yes, how do I go back to stock ? What's the stock rebound for Bloomington indiana.. I can pick up weather channel I can pickup uhf/vhf not safe-t I can't pickup p25...

Don't know if this will help but won't hurt :

INITALIZING THE SCANNER

1. Turn off the scanner, then turn it on again. The scanner briefly displays the DSP boot version, then the WELCOME screen.

2. Press "0" (zero) while on the WELCOME screen. The scanner displays:

System Tests
Select Test
Exits if no
Key Press

3. Press "1" (one). The scanner displays:

Factory Init
Erase Memory
ENTER if Yes
CL to Exit

4. Press ENTER. The scanner displays:

Initializing
Clr Main Mem
V-Scan is OK
Please Wait


DO NOT TURN OFF THE SCANNER UNTIL THE INITIALIZATION IS COMPLETE.

When the initialization is complete, M000 apears on the top of the display.

Bank 0 Ch00 appears on the bottom line.
