You don't have any 3rd party apps from Realtek managing your sound input do you? Finding it a bit odd that the input isn't enabled when you claim you have the cord plugged in. Are you sure you're plugging it into the correct (microphone) port?

i have my aux cord plugged in from scanner to the headjack audio port on my laptop, i dont think i do?
