Repeater found

Hello, on my 436HP and SDS100 I have repeater find activated. I just got a hit for 866.5875 which is under my cities system, Ottawa P25 Phase 1. Why would I all of a sudden get a random repeater hit? I'm monitoring this system all day. I'm not sure I understand, does this mean a new tower was activated or something? It's in the database so has obviously been seen before. But this is new for me and the first time I've ever gotten a repeater find hit so itd be great if someone can give me some wisdom.

The user manual says: "Repeater Find – Allows the scanner to try to switch to the repeater frequency if an input frequency is found."
When it finds a mobile frequency active and you have repeater find enabled it switches to the repeater output frequency to let you monitor the whole conversation instead of the brief mobile transmission.

The user manual has a list what offset frequencies it uses for the repeater find function.
