Does any other USB device such as a flash drive have the same behavior when plugged into the USB port? Could be a broken or loose USB connection on the PC side. Can you test them in another computer to see if the same behavior occurs?
Other things to consider include, is this on a laptop? Are the dongles getting enough power?
Are you using a new/newer computer with a Ryzen CPU? Those have been known to have issues on some chipsets and revisions, namely the newer 5000 series Ryzen CPUs for USB 3 and also some newer Intel mobile CPUs where power efficiency seems to cause issues.
